Application for petrol station, drive-through at Hebron Road ‘invalid’

A GROUP of developers hoping to get planning permission for a petrol station and drive-through restaurant at the Hebron Road Roundabout off the city’s ring road have had their application deemed invalid by Kilkenny County Council.

The council has returned the application to the applicants DKS Partnership after deeming it to be incomplete.

The application submitted on January 18 sought permission for a vehicle service station with convenience shop, discount convenience retail unit with alcohol sales, a restaurant with a drive-through and a new access road from the roundabout on the N10 motorway link at Blanchfieldsland, Hebron Road, Kilkenny.

The same group, Dunne Kenny Smee, had applied for “outline permission” for such a development on the site last August. That was refused by the council, which deemed it “premature” because it didn’t include a Natura Impact Statement or Appropriate Assessment, an Architectural Heritage Impact Statement or a Traffic Impact Assessment for the development site, which is within the River Barrow River Nore Special Area of Conservation.

This refusal was despite the plans’ architect, Michael Kenny, having had a pre-application consultation with the council in April 2010, as noted in the planning file.

The applicants’ address is given as 44 Industrial Estate, Hebron Road, Kilkenny – the same address given for permission by Alderwood Properties Ltd back in October 2005 to renovate the adjacent historic property Hebron House and create a 208-bedroom hotel, conference centre, and leisure centre with swimming pool and gym.

That planning permission was granted in 2005 but expired after five years, and an appeal to extend the permission another five years was turned down by Kilkenny County Council in October 2010.
