HSE to step in at Kilkenny nursing home amid 'difficult time for residents', and serious regulatory concerns

HSE: 'With the Christmas and New Year period due, residents will continue living at their home in Callan and there is no plan to wind down the facility at this time'

A local nursing home where 'serious regulatory concerns' were unearthed in recent weeks is to be taken over by the HSE on an interim basis.

The HSE/South East Community Healthcare (SECH) today said it had been notified of a cancellation due by the Health Information and Quality Authority (Hiqa) of the registration held by Aperee Living as provider for that company’s nursing home in Callan.

It follows the publication of reports by health watchdog Hiqa on six nursing homes run by Aperee Living, which brought to light concerns relating to governance and management. A report into the Callan home said that issues of 'serious regulatory concern had not been fully addressed, and additional issues were identified' during an inspection this year, which further evidenced that the management structure in place was 'not sufficient to provide a safe service'.

It also said there were 'significant concerns about the availability of sufficient resources to ensure the effective delivery of care', in line with the statement of purpose: "A review of the banking records showed residents monies were used on a number of occasions to pay the ongoing costs of running the centre," Hiqa found. While the money was later returned, this was not appropriate, the watchdog said.

CANCELLATION
The HSE/SECH says it has now been informed that an appeal was not made by Aperee Living Ltd in court proceedings regarding the cancellation.

The HSE/SECH is liaising with Aperee Living Ltd and, in accordance with the Health Act in such circumstances, the HSE/SECH will take interim charge of the nursing home from 12am tomorrow (November 4). By invitation, the HSE/SECH is on site in Callan from 2pm this afternoon (Friday).

In a statement issued to the Kilkenny People, the HSE/SECH said it wished to assure everyone that its focus at this time is ensuring the welfare of the 46 residents at this private nursing home.

"We acknowledge that it is a difficult time for the residents and their families. With the Christmas and New Year period due, residents will continue living at their home in Callan and there is no plan to wind down the facility at this time," it said.

"The HSE/SECH thanks everyone for their co-operation – including staff of Aperee Living Ltd in Callan, for whom this is also a difficult time."
