Outrage over horse drowning in River Nore in Kilkenny

The horse who drowned in the River Nore on Sunday
A horse drowned yesterday afternoon in the River Nore despite the efforts of members of the public and a local vet to save its life.
The horse drowned in the river yesterday (Sunday) afternoon. Horrified onlookers tried desperately to save the animal and put their own lives at risk entering the water.
The shocking incident of animal cruelty has caused outrage locally and nationally.
The matter was reported to gardaí and the Kilkenny Society for Prevention of Cruelty to Animals.
The remains of the horse are expected to be removed from the site of the incident, which is past the old mills on the Canal Walk.
Meanwhile on Saturday afternoon young children were seen pushing a young horse across the Ring Road at the Hebron Road causing chaos to traffic and raising serious public safety concerns.
Last month two horses were found dead and abandoned on lands close to the Hebron Road. Their remains were emaciated and frozen.

When, not if, is this barbarity going to be stopped once and for all? Horses should be permanently removed from those that cause such cruelty and the perpetrators fined heavily and jailed. The "pussy footing" with these barbarians has to stop. If the Law is not up to date to deal with this on-going sulky ponies problem, then update the legislation to firmly deal with the problem. Positive and assertive action is required now, not later.

Why is there no law requiring all horses to be microchipped?? Then again I suppose this would be interfering with a certain "culture".
