Andrew McGuinness (Fianna Fáil) topped the poll and was elected after the very first count in the Kilkenny City LEA.
He told Kilkenny Live reporter Christopher Dunne that he is now 'more determined than ever' to represent the constituents in his area.
There were emotional scenes at the count centre when the results of the first count were announced as McGuinness was raised aloft by family and supporters.
McGuinness polled 1,420 on the first count whilst Fitzgerald polled 1,231.
The quota was 1,223.
