Rogue tenants must face consequences - Kilkenny Council Highlights

A local councillor has emphatically called for ‘stronger action’ from Kilkenny County Council to stamp out anti-social behaviour in both private and council owned tenancies.

Cllr Pat Fitzpatrick told councillors at the most recent sitting of the Castlecomer Municipal District that not enough is being done to 'fight' misbehaviours in some areas and "stronger action" is required.

So far this year, 523 domestic breaches have been logged, a 30% increase on the same timeframe in 2024.

"No one should have to be terrorised by their neighbours," Cllr Fitzpatrick told members.

Previously, councillors in the Castlecomer Municipal District were left frustrated and looking for answers after reporting to receive numerous private correspondence from members of the public of anti-social behaviour in unnamed housing estates within the general North Kilkenny area.

There was unanimous agreement that tenants who flout the rules who behave inappropriately should face consequences.

Councillors across the board condemned those who flout the rules with Cllr Mary Hilda Cavanagh expressing the view it should not be complulsory for those wishing to make complaint to identify themselves.

Addressing the matter at last week’s meeting, Acting Director of Services in Housing and Community, Ian Gardner acknowledged there were certain housing locations brought to the council’s attention and some unwanted behaviour had crossed from anti-social to 'criminality', confirming they are increasingly in contact with gardaí.

However, Mr Gardner did note lack of evidence and resources for inspections are barriers to greater action.

Cllr Fitzpatrick argued greater communication with the housing department and environmental section in the council along with other relevant stakeholders is a must.

"I think we need to work much closer together," he said.

"We know (elected officials) what’s happening so some of our views need to be taken on board," he added.
