Plans for huge 178-unit housing development and new crèche in Kilkenny City

Ormonde Homes Limited intend to apply for planning permission for a Large-scale Residential Development (LRD) on a c.5.95ha site at Wetland and Poulgour on the outskirts of Kilkenny City.

The development will consist of the construction of 178 residential units including 72 two-storey three-bed houses, 8 two-storey four-bed houses, 12 three-story three bed houses, 31 one-bed apartments, 49 two-bed apartments and 6 three-bed apartments.

The apartments will be divided into four buildings as follows:

1) Apartment Building 1 will consist of 7 one-bed apartments, 11 two-bed apartments and 6 three-bed apartments arranged over 4 storeys. Patios/terraces are provided on all elevations.

2) Apartment Building 2 will consist of 8 one-bed apartments and 9 two-bed apartments arranged over 3-4 storeys. Patios/terraces are provided on all elevations.

3) Apartment Building 3 will consist of 8 one-bed apartments and 9 two-bed apartments arranged over 3-4 storeys. Patios/terraces are provided on all elevations.

4) Apartment Building 4 will consist of 8 one-bed apartments, 20 two-bed apartments, arranged over 2-4 storeys. Patios/terraces are provided on all elevations.

The plans also seek the demolition of a habitable dwelling house of c.186 sqm in the south of the site to the rear of ‘Grangeford House’.

The scheme provides for a total of c.8,400 sqm of public open space with an additional 1,316 sqm of communal open space. 

Bicycle parking provision of 224 long term and 47 visitor bicycle parking spaces is envisaged as well as the provision of 150 on-curtilage residential car parking spaces and 149 on-street residential car parking spaces (305 residential car parking spaces in total including 6 accessible on-street car parking spaces).

A new crèche of c.440sqm arranged over 2 storeys is also planned with 19 car parking spaces, 3 car set down spaces and 8 bicycle parking spaces. The vehicular access to the site will be from William Robertson Way.

All other ancillary site development works to facilitate construction is included in the plans.

A Natura Impact Statement has been submitted with the application.

The plans are currently in the 'pre-validation' stage with Kilkenny County Council meaning they have been submitted but await a review to ensure all the documentation is correct and valid.

Once validated, the plans will be officially considered by the local authority.
