Local Property Tax (LPT) rate in Kilkenny - what has been proposed for year ahead?

The Local Property Tax (LPT) rate is set to remain at its current level in Kilkenny for the year ahead following a discussion held at this month’s full meeting of Kilkenny County Council.

At the meeting, elected members endorsed the local authority’s proposal to retain the current level of LPT, with the funding from the tax set to benefit various projects for local communities.

The endorsement was proposed by Cllr Mary Hilda Cavanagh, seconded by Cllr Andrew McGuinness and unanimously agreed upon by the members present.

According to Martin Prendiville, Head of Finance, inflation is still impacting the local authority and has been ‘significant for quite some time’.

Despite this, and with financial implications looming from initiatives such as the upcoming Climate Action Plan, the proposal from the local authority on the LPT is to retain the status quo.

CONTEXT

Local authorities can vary the basic LPT rate on residential properties in their area. These rates can be increased or decreased by up to 15%. This is known as the local adjustment factor.

As a result, residential properties of the same value in different local authority areas may pay different amounts of LPT, depending on whether the local authority has applied a local adjustment factor or not.

In 2019, elected members of Kilkenny County Council voted in a split decision to increase the LPT rate by 15%, following the exhortations of the executive, and has remained at that level since.
