Kilkenny community at wits end as dumping 'destroying the countryside'

In the light of ongoing dumping of rubbish from passing cars, the location of identifiable material leads to a perennial problem of finding the best solution to deliver the message to erase the practice of destroying the countryside.

Is it, to tidy it up and dispose of it, ignore it and leave it there, return the contents to the owner, by post, in person, or anonymously, contact the county council or the gardaí?

Despite the ongoing efforts of residents and communities assisted by Green School projects, Leave no Trace, Clean Up, Pride of Place and Tidy Towns initiatives, along with no dumping signage and fines, the persistent unsocial practice leaves the problem of what to do. What would you do?
