The decision from Kilkenny County Council to grant planning permission for a new multi-storey hotel in Kilkenny City has been appealed to An Coimisiún Pleanála.
The hotel intends to provide 67 en-suite bedrooms, a foyer and reception area, bar and restaurant facilities, staff and service areas, vehicle set-down areas and 12 bicycle parking spaces.

One of 16 conditions the council sought required the omission of the fourth storey (the third floor above ground level) to safeguard light for nearby homes.
As stated in the conditions: “Prior to the commencement of development, the applicant shall agree with the planning authority a revised design which omits the 4th storey (3rd floor over ground floor).”
Additional conditions included restrictions on internal illuminated signage, archaeological monitoring of ground works, and the agreement of paving, lighting and signage details with the council.
An Coimisiún Pleanála can now decide whether or not the development can proceed.
They can also amend, add or remove conditions if they opt to uphold the decision of Kilkenny County Council to grant permission.

Some of the concerns raised in relation to the development were increased vehicular traffic in the area, the imposition of the building on neighbouring properties, the limited access of the adjoining laneways, and how it would fit in with the historic city centre.
According to the designers, the proposed development ‘aims to regenerate these lanes, transforming them into vibrant, well-lit, and secure corridors that enhance the overall connectivity and appeal of the city centre’.

“By introducing new commercial activity and improved infrastructure, the project will help breathe new life into these neglected areas, fostering a safer and more inviting environment for residents and visitors alike,” planners stated.
A final decision is now expected from An Coimisiún Pleanála by November 6, 2025.
