The green light has been given (subject to conditions) to convert multiple units of a large warehouse/industrial space in Kilkenny City 'to gym use'.
All Your Life Fitness Club Ltd are the named applicant and the application relates to various ground and first floor units (total area of approximately 2,055m2) at Area 5, Parklands Business Park, Leggetsrath West, Kilkenny (R95 KV5D).

The applicant also sought permission for internal alterations and modifications, new external signage, connection to existing services and all associated site works.

According to the planner's report, the site is located on lands zoned ‘Industrial Warehousing’, the objective of which is to provide for industrial employment and related uses.
Uses open for consideration also include recreational use/buildings and the planning report stated that 'the proposed development is therefore considered compatible with this zoning'.
The report also noted that 'the proposed layout shows a gymnasium with changing rooms at first floor level, whilst the ground floor level will be used for reception, lobby, stores and staff room on the one side and more training on the other'.

During the further information phase of the planning process, the planning authority requested that the applicant "carry out a parking assessment for the overall site development and provide a parking layout with assigned parking to the individual units."
The authority also requested a bicycle parking assessment and the provision of accompanying bike spaces.
It was further noted by the planning authority that there are two accesses to the overall development and they requested that the applicant provide 'a road marking and signage layout for the carpark and access points to ensure the regularisation and control of traffic movements within and to/from the development'.
The applicant was also asked to submit certification by an engineer confirming that the existing water and wastewater connections are adequate to cater for the potential increase in discharge arising from the intensification of numbers of people using the facilities.

The planning authority acknowledged submissions of further information received on behalf of the applicant on February 12, 2026.
After reviewing the further information and all aspects of the planning application, the planning authority gave notice of its intention of grant planning permission, subject to five conditions, on March 9, 2026.
Amongst the conditions were that the applicant shall ensure that the management company develops and operates a mobility
management plan for the proposed development to manage traffic, pedestrian and cyclists’ movements to and from the development.

Another condition was that during the construction phase of the development, "the developer shall ensure that all operations at the site shall be managed and programmed in such a manner as to minimise waste production."
Permission will now be granted, subject to these five conditions, unless an appeal which is not subsequently withdrawn is lodged with An Coimisiún Pleanala within four weeks from March 9, 2026.
