BREAKING: Decision made on contentious housing development in Kilkenny

The development site (in the vicinity of the red dot above) is located to the north of Gowran, County Kilkenny

Kilkenny County Council has granted planning permission to Daniel Fogarty for a new residential development in Gowran, County Kilkenny.

The proposal includes the construction of 20 houses and eight serviced sites.

The proposed housing is to comprise of eight four-bedroom two-storey semi-detached homes and 12 three-bedroom two-storey semi-detached homes.

The decision was made on June 4, 2025, following a review of revised plans and public submissions.

The homes are to be arranged in blocks around a central green area, with the serviced sites situated along a cul-de-sac.

The development includes provisions for connecting to public foul sewer and water infrastructure, stormwater attenuation systems, landscaping, boundary treatments, and a recessed entrance.

The site lies within the settlement boundary of Gowran and is within walking distance of the village core and amenities such as the primary school, GAA grounds, and health centre.

However, the proposal drew some local opposition, particularly from residents of Rockfield Estate, Parkmore Terrace, and nearby areas.

Despite objections, planners concluded that the scheme aligns with the Kilkenny City and County Development Plan 2021–2027 and would contribute to local housing needs without seriously impacting the character or amenities of the area.

The permission is subject to 26 separate conditions.
