Before trying to appeal a parking fine from Kilkenny County Council, there are a few important pieces of information that you should know. 

Parking fines are generally €40 and increase to €60 after 28 days, but there are some exceptions. 

A fine of €80 will be issued for parking on a footpath, grass margin, median strip, or cycling lane.

€150 will be charged to anyone who parks in a disable persons spot without displaying 

If you wish to appeal a fine, you must do so within 21 days of receiving it.

However, if you do decide to appeal a fine and 28 days pass before receiving a response from the local authority, you will still be responsible for paying the increased amount. 

The 28 days also include bank holidays and weekends, and should not be mistaken for 28 working days.

After those 28 days, the fine will increase by 50%.

If it reaches 56 days since the fine was issued and no payment has been made, you will automatically be processed for court.

If, during the appeal process, the fine is paid, the appeal will be cancelled.

In order to submit an appeal, you must attach any relevant documents that support the appeal.

This could include a photo of a broken ticket machine.

Appeals cannot be made for the following offences: 

  • Parking on a double yellow line
  • Parking in a way that causes an obstruction such as on a footpath or corner
  • Parking in a Disabled Bay without displaying a valid Disability Permit
  • Parking in a prohibited location such as bus bay, taxi rank or residents' only area
  • Parking in a Loading Bay without displaying a commercial tax disc, for longer than the time allowed

Payment for parking fines will be accepted at Kilkenny County Council, County Hall, by post, online, or by phone.
