Kilkenny County Council intends on implementing a number of CCTV schemes which aim to deter, prevent, detect and prosecute cases of illegal dumping.
As part of this process, Kilkenny County Council is undertaking public consultation on the provision of CCTV cameras in public areas in County Kilkenny.

Following complaints of illegal dumping at the following locations Kilkenny County Council intends to install CCTV for the prevention of litter and illegal dumping:
Location 1 – Grants Wood (Byrnes Grove Hiking Area), Old Road, Ballyragget, Kilkenny
Location 2 – Freshford Bring Bank, Clintstown Road, Freshford, Kilkenny
Location 3 – Urlingford Bring Bank, Petrol Station, Urlingford, Co. Kilkenny
Location 4 – Mooncoin Bring Bank, Church Car Park, Mooncoin, Kilkenny X91 YY36
Location 5 – Kilkenny City - Bring Bank, Lidl, Johnswell Road, Newpark Upper, Kilkenny R95 A329
Location 6 – Kilkenny City - Bring Bank, Aldi, Loughboy, Waterford Road, Archerstreet Lot, Kilkenny R95 K295

According to Kilkenny County Council, the CCTV cameras are for the sole and primary purpose of preventing litter and illegal dumping and enforcement of the Litter Pollution Act 1997, as amended, and the Waste Management Act 1996, as amended.
The local authority states that the initiative 'will adhere to the Codes of Practice for the Operation of CCTV for the Purposes of Prevention, Detection and Prosecution of Litter and Waste Offences'.

Submissions or observations with respect to the proposed installation and use of CCTV cameras at the above locations can be made in following formats:
In writing to the Environment Department, Kilkenny County Council, County Hall, Johns Street, R95 A39T to be marked “CCTV Consultation”.

The deadline for receipt of all submissions is 4pm on Wednesday, January 21, 2026.
